アメリカ・アイルランドへ２ヶ月間旅行します。

今日の夜、かれは成田から出発します。

かれはアメリカでは親戚のシスターたちや、

「イエズス・マリアの聖心会」ホームの友人たちとすごします。

かれはアイルランドではおもにダブリンに居住します。
そして、かれはレンタカー（マニュアルシフト車）をかりて友人とドライブする予定です。

神父様はマリア様があらわれたＫＮＯＣＫバジリカにも行くと言ってました。

どうか皆様、神父様のご健康と良いご旅行をお祈りしてください。

この７月・８月の２ヶ月間、

わたしたちは毎週ではありませんが牛久収容施設を訪問します。

受付ロビーに来ている顔見知りのひとたちは、

「Ｆａｔｈｅｒは？」とかならずたずねます。

皆からとてもしたわれているマイケル神父様がいないのは、

わたしたちにとってもさびしいことです。

皆様からいただいたあたたかいご支援により、

テレホンカード、切手、その他日用品を準備することができました。

ほんとうにありがとうございます。

そのほかにもいろいろな困難な事情もありますので、

ひきつづきよろしくおねがいいたします。

座布団

昨日，6月24日，洗礼者ヨハネの祝い日，早朝は雷雨でしたが，いつものように牛久入管収容所に行ってきました．

Michael 神父様と François は所用があり，姉妹二人とわたしと，三人でした．

わたしが会った兄弟ふたりのうちひとりは，故国で少数民族の一員として迫害されています．短期滞在の名目で日本に来るためには visa が要らないので，とにかく迫害から自分の命を守るために彼は日本に来ました．しかし，故国での迫害のことを話すと，成田空港で拘束されて，結局ここ牛久入管収容所に拘禁されてしまいました．

彼が属している少数民族に対する迫害は国際的に知られた事実です．しかし，そのような人々に対しても日本政府は難民受け入れの道を閉ざしています．

もうひとりの兄弟は，20年以上日本で暮らしています．日本人女性と結婚していました．しかし，彼女は病死してしまいました．彼が生命保険や遺言などの日本の法律的事柄に関して詳しくないことを利用して，亡くなった彼の妻の兄弟は彼女の生命保険の受取人の名義を無断で変更し，彼がそれを受け取れないようにしてしまいました．彼は，日本人の配偶者の身分を失って，暫く前から牛久収容所に入れられています．しかし，弁護士費用を払うことのできない彼には，奪われてしまった生命保険金を取り戻すこともできません．

今日知ったひとつの新たな事実：牛久収容所の部屋のなかには畳敷きの部屋があります．畳敷きの部屋には椅子やベッドはありません．日中は畳の上に座り，寝るときは布団を敷きます．ところが，座布団がありません．個人的に買うことも，外部から差し入れることもできません．寝具も，折りたたみマットレスは極めて薄く，背中や腰が痛くなってしまいます．

収容されている兄弟姉妹たちのうち畳部屋で暮らしている人々が座布団を使えることができるよう，そして，寝具の質が改善されるよう，要望書を牛久入管収容所長へ送りましょう．

牛久入管収容所の兄弟姉妹たち皆を主が憐れんでくださいますように．

隔離室

6月17日の火曜日に牛久入管収容所の面会室で会った兄弟は，15日日曜日に彼がわたしに電話してきたときには，普段と変わった様子ではありませんでした．

ところが，火曜日の朝会ったとき，彼は，昨日から隔離室に入れられている，と憤っていました．

隔離の理由は，彼がブロックの移動の措置を拒否したからです．彼はタバコを吸わないので，従来は非喫煙者ブロックにいたのですが，管理上の理由から喫煙者ブロックへの移動を突然強制されました．

多分，タバコを吸うのは各自の部屋でではなく，共用ホールででしょうから，非喫煙者が喫煙者ブロックに入れられれば，共用ホールで他の人々と共に過ごすことができなくなってしまいます．移動措置を拒否するのが当たり前です．

牛久入管収容所における人権侵害の新たな一例として報告します．

わたしは牛久入管収容所被収容者支援のために Michael 神父様のお手伝いをするようになってからまだ日が浅いので，施設のなかで行われていることについても，仮放免中のことについても知らないことが多いのですが，火曜日に新たに教えてもらったことがひとつありました．

それは，仮放免中の兄弟姉妹たちには居住都道府県外への移動の自由が無いということです．

例えば，わたしが仮放免中の家族の子供たちを浦安の遊園地へ連れて行ってあげようと思っても，もし彼らが仮放免中であることに警官が気づけば，彼らは逮捕され，再び収容所に入れられてしまうことになるそうです．

大変悲しいことです．

しかし今朝は，わたしたちとは別の日に牛久入管収容所を訪問している或る神父様が，ちょっと嬉しい知らせをメールで伝えてきてくれました．

外国語としてはフランス語しか話せない或る兄弟が，収容所内にはフランス語の本が無いので，フランス語の雑誌や本を持ってきて欲しいと要望したので，先日，わたしは彼が求めたものを彼に差入しました．

神父様は，昨日彼と会ったとき，彼が久しぶりにフランス語の活字を読めたことをとても喜んでいた，とわたしに伝えてくれました．

私たちは朝７：４５分頃受付ロビーに到着しました。

もう、バブチスト派のクリスチャンボランティアの方々がいました。

そのあと、「仮放免者の会」や「BOND」などの支援団体の人たちが来ました。

「牛久の会」や「NPO北関東医療相談会」と懇意にしてくださっている

Ｏ弁護士も牛久駅からバスに乗ってきました。

今日も、受付は面会対応でとても忙しく、

差し入れはあとまわしにされました。

受付の窓口は一つだけです。

外部委託業者の女性の窓口担当者はわたしたちを気遣ってくれます。

しかし、その隣にいる職員は椅子に座りきびしいチェックをしております。

ここの受付ロビーは、

閉鎖的な利己主義と秘密主義が感じられます。

とても難しい日本国の行政を表わしているようです。

そして、

私たちはただひたすら忍耐力を養っております

A handsome boy, pride of the Tsuchiura Catholic Church

Father Michael and Friends of Ushiku did today the 10th June our regular visit to the Ushiku Detention House of the Japanese Immigration Bureau (入国者収容所東日本入国管理センター，牛久入管収容所).

I'd like to present here Father Michael's prayer for the detainees :
I praise you, Lord. I thank you with all my heart for the many graces and blessing that you have given me. Help and strengthen those who experience daily stress, those who are sick, those who are close to despair, those who miss their families so much. Lord, please continue to give strength and courage to all these good people who are surviving in the Detention Centre. Amen.

I met two of our brothers detained there. One has been in Japan since eight years, the other since twenty four years, without any social trouble. Why can't we receive them as Japanese citizens ?

I am very happy that one of them told me his compatriot who is the one I met on my first vist to the Ushiku House has obtained his provisional liberation. May God protect him in this sadly xenophobic society of Japan !

The last Sunday was the Pentecostal Sunday. Father Michael celebrated the first communion of several children. I was particularly impressed by one of them, a very handsome boy.

The father of this boy came to Japan with his family to escape from policital persecutions he suffered in his own country. On their arrival in Japan he and his family were detained in a Detention House of Japanese Immigration Bureau, but they are now in the condition of provisional liberation. The problem is that under this condition they can't have Japanese citizenship so that they are not allowed to work and that they can't benefit from any public service such as social security or public education.

Thanks to some benevolences the boy studies now in a private elementary school. His attitude in the ceremony of the first communion was impressively clever and reliable. He speaks beautifully the Emperor's Japanese. I think he will be capable of taking some leadership position in his society.

I pray God that his father may get political refuge in Japan and that he and his family may continue to live without persecution in this country.

今日はひさしぶりに聖公会のＦ司祭も同行されました。

クリスチャンボランティアや家族面会者がたくさんいました。

わたしたちはロビーに７時４５分頃到着しましたが、

面会受付に時間がかかり、差し入れが終わったときは１１時頃でした。

わたしはスリランカ人２人と面会しました。

かれらはともに仏教徒です。

かれらは難民申請をしております。

国に帰ると殺されてしまうと言っておりました。

わたしたちはスリランカのことについて話しました。

有名な「キャンディーのペラヘラ祭り」では

最後部の象の背中には仏陀の歯が祭られていることなど。

スリランカは今までに４つの国の植民地でした。

ポルトガル・オランダ・スペイン・イギリスだそうです。

最後に、わたしたちは「被収容者のための祈り」をささげました。

Our true land is the Kingdom of our Lord in Heaven.

Father Michael of the Tsuchiura Catholic Church and members of Friends of Ushiku visited this morning the Ushiku Detention House of Japanese Immigration Bureau.

I show you here a photo of the reception and administration building of the House :

Our brothers and sisters are detained in eighteen blocks, some of which are vacant for the moment.

Now there is an indication showing a passage leading to the House. When Father Michael visited the House for the first time more than fifteen years ago, there was no such indication, so that he couldn't find this passage. It is relatively recently that they settled this blue plate.

I tried to take photos of sinisterly high walls of detention buildings, but I couldn't because they forbid us to come near to the walls.

All the windows of the detention buildings are opacified with whitish film, so that our brothers and sisters can see neither the blue sky  nor surrounding trees. Please imagine that. It's really suffocating. 

Today Father Michael talked with two of our brothers, and I saw also two of them.

I was glad to have heard that one of the two I met today would be released provisionally tomorow after his detention of one year and five months.

But we can't be too happy because he is forbidden to work in Japan so that he can't have a really independent life in this country.

The other brother I talked with today came to Japan to escape from life threatenning persecution in his mother country. He explained his dangerous situation to immigration officers in Narita. And they arrested him to transfer him to Ushiku.

That's the sad Japanese manner to receive people persecuted in their own country and expelled therefrom. There is no hospitality at all.

We must know that we are all transient being in this world. Our true land is the Kingdom of our Lord in Heaven. There are many place enough for all of us, for our Lord says : "In my Father's house there are many dwelling places. If there were not, would I have told you that I am going to prepare a place for you ? And if I go and prepare a place for you, I will come back again and take you to myself, so that where I am you also may be" (Jn 14,2-3).

Waiting for that momemt of Parousia, we should share this narrow world with all of our brothers and sisters.

May the Lord give us the heart that enables us to love each other.

今日、わたしたちはフルメンバーで牛久収容所に行きました。

ロビーで、マイケル神父様は
ひさしぶりに出会ったイラン人女性牧師と楽しそうに話をしておりました。

わたしはタイ人とミャンマー人の二人を面会室で待ちましたが、

「相手の都合で来られない」と伝えられました。

・体調が悪いのか？

・面会したくなかったのか？

・シャワー中だったのか？

・わずかに許されている運動中だったのか？

なにも分からずに引き下がるしかありませんでした。

そのあとは、およそ２０人分の差し入れをしました。

靴や洗剤が多かったので、

受付の女性もためいきをもらしていました。

牛久の友の会は，牛久入管収容所の兄弟姉妹たちと連帯します．

牛久の友の会は，茨城県牛久市にある法務省施設，入国者収容所東日本入国管理センター，略して，牛久入管収容所，または単に，牛久収容所に拘禁されている人々とともに祈る活動を十数年来続けている Michael Coleman 神父様（カトリック土浦教会主任司祭）と行動を共にするカトリックのグループです．

神父様のお祈りの言葉を，わたしたちの兄弟 François が上に掲げてくれてあります．

わたしたちは，被収容者の人々に宣教しているわけではなく，単に，面会し，おしゃべりし，日常生活に必要なもの，たとえば衣類，歯ブラシ，歯磨き，石鹸，洗剤，テレフォンカード，切手などの欠乏に困っている人々には，それらの品物を，わたしたちの限られた資源の範囲内で可能な限り差し入れしています．

そして，彼らのために，彼らとともに，祈ります．

ひとことで言えば，主イェス・キリストがわたしたちに命じたこと：「隣人を愛しなさい」を実践しようと努力しています．そも，聖パウロが言うように，「他者を愛する者は，律法を完遂したのである」(Rm 13,8).

わたしたちの活動に共感してくださる方は，どうか共に祈ってください．そして，可能であれば，資金について御支援いただければ幸いです．

今日は，Michael 神父様とわたしと二人で面会に行ってきました．

神父様は，先週と同様，フィリピン人ふたりと会いました．

わたしが今日会った人は，日本で10年間暮らしてきたのに，過失致死で実刑判決を受け，服役したことにより，滞在資格を失ってしまいました．彼の家族は日本で生活しているのに，受刑を終えても彼は家族のもとに帰ることができません．このような法的措置は，法律体系がそれによっているはずの基本的な人倫に反しています．

彼が家族と共に暮らすことができるよう，祈ります．

Because our brother François suggested me that we might write in Einglish in this blog so that English speaking people can read and know what we do, I try to do so.

Our group, Friends of Ushiku, is a small group of members of Tsuchiura Catholic Church who collaborate with Father Michael Coleman sscc in his activities of compassion and solidarity with detainees of the House of Detention of the Japanese Immigration Bureau, situated in Ushiku City, Ibaragi Prefecture.

Those detainnes are our brothers and sisters who lost or don't have permission to stay in Japan. Some came to Japan without valid visa to escape from persecution they suffered in their own country and to seek refuge in Japan. Others have lived and worked in Japan more than ten years or twenty years without problem and one day they were told by an immigration officer that they can not stay in Japan any more for such and such reasons. And they were arrested like a criminal.

Problems of violation of human rights of detainees and neglect of custodial duties of warders that happen in this House have been pointed out since years. Even very recently, in the last March 2014, two detainees died successively, one because of diabetic complications, the other because of asphyxia caused by aspirated laryngeal foreign body. In both cases, lack of appropriate medical treatment was evident.

Father Michael is a catholic priest, but he doesn't preach to detainees. He simply talks with them and hears carefully what they say with friendship and compassion. And if they suffer from lack of things they need in their every day life of detainee, he gives them, for exemple, telephone cards, postal stamps, clothes, underwears, soap, tooth brush, washing powders, etc. He does so in very limited resources he has in his disposition. And the most important thing is to pray for them and with them. So do we too.

If you feel a sympathy for our poor brothers and sisters detained for years in inhuman conditions, please pray with us for them. And if you would and could, please help them also materially. Your contribution is always welcome.
